eight years of experience in airport facility planning, airport master
planning, airfield and airspace planning, aviation demand forecasting, air
cargo facility planning, air transportation economics, transportation
logistics, and statistical analysis. Dr. Kiesling is currently
the Project Manager for the preparation of a comprehensive master plan at
William P. Hobby Airport. He is
also the Project Manager for on-call planning services at Denver
International Airport. Prior to these
roles, Dr. Kiesling managed the general planning services provided to
the Houston Airport System in support of a $2.2 billion capital improvements
program. Dr. Kiesling has been
directly responsible for planning studies relating to air cargo facility
development, the upgrade of existing runways along with installation of new
runways, and the upgrade of instrument landing systems. Dr. Kiesling has also been
responsible for coordinating the review and approval of many expansion
projects with the Federal Aviation Administration. Other projects he has been involved with include the preparation
of an application for a federal Letter of Intent, Airport Layout Plans,
SIMMOD airfield simulation, environmental (air quality) analyses, and ARFF
facility site planning.
Dr. Kiesling has also assisted with a variety of facility
planning projects at San Antonio International Airport and Kelly Air Force

During this association, he managed several facility planning studies for Fort Lauderdale-Hollywood International Airport, including the land use and facility planning for a proposed cargo center and the development of recommendations for improving the airport-seaport transportation system. He also managed a commuter facility planning study and an analysis of ramp operations at the Airport. Dr. Kiesling has
played an active role in the preparation of numerous airport master plan
updates, including Port Columbus, Dallas/Fort Worth, Portland, and Tucson
International Airports. Prior to the
Dallas/Fort Worth International Airport master plan update, he assisted in a
capacity enhancement study for the Airport.
He designed procedures to collect data for analyzing and modeling
runway crossing delays and examined the potential of perimeter taxiways to
reduce aircraft taxiing delay. In addition to his
facility planning experience, Dr. Kiesling has been responsible for the
preparation of an air cargo market analysis and forecast for Dallas/Fort
Worth International Airport and air cargo planning forecasts for Miami
International Airport. This work
included the development of long-range planning recommendations for the
Airport’s air cargo development program.
